Let's play a little game of "finish this sentence".
A good news department has: at least 2 veteran reporters.
Your turn...

At least one offbeat reporter who is a bit annoying but always comes up with unique angles to otherwise dull stories.

Ewwww... On a less-gross and often over-looked note... I've found that having at least one well-organized and informed assignment desk editor has had a huge positive impact. [ April 21, 2007, 01:59 AM: Message edited by: Oh Snap ]

every good station has:
a news hungry stringer who enjoys making a few bucks in his spare time, because the station is too cheap to pay overtime.

A good newsroom has:
- The curiosity and creativity to find new angles - The guts to take a chance on a great idea - The judgment to squash the bad ideas a truly open environment fosters

(1) An assignment editor who is there for more than freebies and a paycheck. (2) Producers who a least get around and know something about the town. (3) Reporters who know how to pronounce street names correctly. (4) News managers who know how to manage (5) Updated and working equipment. (6) The gonads to back news employees that go out on a limb to get the best story.

Seconded.

at least a couple of people who have worked in radio at some point in their career. Most of the time they have a much greater appreciation for how good we all have it in the television end of things. I do have a problem with former radio who haven't mastered the ability of writing to the pictures.

Respect.
Respect for employee benefits and time off.
I've worked in newsrooms where your days off or vacation time is treated as a sin. You work for time off just as surely as you worked on a package or newscast. It is something employees EARN. Managers often treat is a slap in the face.

A good news department has a ND who will give a kick to the ass of the lazy people in the newsroom while earning the respect of the people in the newsroom who actually work hard and pull the slack for the lazy folks who've been there too long.
It also has an informed assigment desk manager and a few informed desk minions. A chief photog who will tell a photog who screwed up, how not to screw up again instead of grumbling about "these damn kids..."
Equipment that works the majority of the time, and an engineer on call to fix it if it doesn't.
Oh, and tripods that actually get used.

Good one!
Good cameras/tape stock, enough edit bays, good field mic's.
And plenty of monthly get-togethers.
