Trying to find free downloads that you could legally show on tv... Not likely.
It's not hard to make them though. Some weather vendors provide time lapse making software. If not, put a camera on a tripod, shoot for 1/2 hour... Then Avid edit it down to 10 seconds.

Unfortunately I've gone down that road...and without paying at least $500, you're not going to find much luck. I would ask your graphics department to make some animations for you...or call your weather provider. Sometimes WXC, WSI, or ACCU can give you some animations. Try that.

A branding of your station that slowly moves? What kind of backgrounds are you looking for?

Forecastguy, my interpretation of the paragraph you posted is that it relates to the website itself.
The Sony rep I met at Sundance that pointed me to that page, told me the demos are copyright and restriction free, and intended to be used in productions, on-air, etc... as an example of what the full set can do.
If you go to the "free download" page you'll find this:
--- Free Downloads Here you'll find free Sony Media Software downloads, from desktop patterns to XPress products. XPress products are basic software versions that you can download and use for free. They give you a great introduction to the full-featured versions of the software ----
I'm the one in the newsroom who's errs on the side of caution when it comes to copyright and usage, these are free and clear.
